We, the undersigned, note that:
1. The Foxhall Conservation Area (FCA) forms an important element of Blackpool's cultural landscape, and its designation as a conservation area places a duty on the Council to use planning powers to safeguard it;
2. Blackpool Borough Council have taken no action following a petition in 2018 to Save the Foxhall Village, outlining a handful of simple, low to zero cost actions for the Council;
3. Blackpool Borough Council have taken no action following an article published in the Evening Gazette on 11th October 2023 claiming to have a plan to restore the area.
We call on Blackpool Borough Council to:
1. Take immediate steps to tackle properties that have fallen into disrepair, spreading urban blight in an area with a strong record of civic pride by placing Section 215 Notices on the landlords of dilapidated properties, requiring that improvements be made to restore them to a decent state owing to the fact that they make up part of the FCA;
2. Work with the landlords and local graffiti artists, commission a Foxhall Mural to cover the façade of the electricity substation at the end of Bairstow Street – a utility building, prominent for visitors, that has long been an eye sore;
3. Conduct an annual appraisal of properties within the FCA – essentially a walkabout of planning and development officers – to proactively identify and act against buildings and land in an unsatisfactory condition, using Section 215 powers as a sustainable regeneration tool for Blackpool, proactively tackling urban decay to restore confidence among the local business community and visitors to the town.
